Several bank and Indian tribe representatives as well as experts and in fields ranging from online security and consumer safety, meet today in Washington DC to testify before the House Committee on Financial Services and address their opinion regarding a legislation introduced by Chairman Barney Frank (D-MA) and intended to regulate several forms of online gambling in the U.S.

The witness attending the hearing were Robert Martin, Tribal Chairman, Morongo Band of Mission Indians, Parry Aftab, Executive Director, WiredSafety, Professor Malcolm K. Sparrow, John F. Kennedy School of Government, Harvard University, Keith S. Whyte, Executive Director, National Council on Problem Gambling, Jim Dowling, Dowling Advisory Group, Samuel A. Vallandingham, Chief Information Officer and Vice President, The First State Bank on behalf of the Independent Community Bankers of America and Mike Brodsky, Executive Chairman, Youbet.com

The testimonies provided a series of arguments and evidences to Committee members that creating regulatory framework for Internet gambling companies such as poker sites and online casinos would offer consumers a series of protective measures and ensure the integrity and transparency of the companies operating in the U.S.

During her testimony, Parry Aftab, executive director of WiredSafety, the largest Internet safety and help group in the world, said that regulating the industry will provides the best opportunity to protect consumers. Aftab’s argument was later reinforced by Harvard University Professor Malcolm K. Sparrow, who also commented about the benefits of regulating and licensing online gambling oprtators. Sparrow stated that creating a well-regulated industry under U.S. jurisdiction would offer far better protection against online gambling’s potential social harms than simply prohibiting the activity.

The hearing also highlighted the success of existing systems and technologies in the prevention of underage and pathological gambling and its effectiveness in the protection of consumers against fraudulent activities. Michael Brodsky, executive chairman of Youbet.com, testified that existing technology can be used and implemented to ensure an effective regulation on Internet gambling.

Keith Whyte, executive director of the National Council on Problem Gambling, also discussed how technology and online controls can be used to help combat compulsive gambling.

The Internet Gambling Regulation, Consumer Protection and Enforcement Act of 2009 (H.R. 2267), introduced by Chairman Frank in May 2009, is currently cosponsored by 63 members of Congress.

The project would establish a framework to permit licensed gambling operators to accept wagers from individuals in the U.S. The legislation also establishes that each state and tribe has the right to determine whether to allow Internet gambling activities within the state or territory and to apply restrictions on the activity. According to Chairman Frank’s statement, he will work to have his regulatory bill enacted prior to June 1, 2010.
